Meeting Minutes
January 12, 2010
Meeting Attendance: Mike Bissonette, Chris CichoskiKelly, Carrie Harlow, Jen McCuin, and Frank Twarog.

Fields / Value and Taxes
Value and Taxes for each parcel are discussed.
Frank asks how to determine fair market value for a parcel.
Mike proposes paying taxes on Lyman parcel to hold for option.
Frank points out that Baptist Lot may be an attractive option to investigate.
Baptist Lot is the most affordable option.
Select Board has given the Recreation Commission approval to approach landowners and to begin creating a plan.
Motivation to begin a timeline to prepare for a bond vote in March 2011.
Speaking and getting feedback from various committees such as the Conservation Commission, Trails Committee, etc.
Fall public meeting with summary and various interests.
Per Mike, would like to speak to David first week of Feb. To authorize paying taxes for next year and utilize reserve funds.
Budget Update
Select Board has mandated that the Recreation Dept. must increase revenue $5,000.
Increase user fees will go into effect immediately.
Carrie points out that raising rates while proposing/pursuing recreation space plan will be misinterpreted.
Will increases in user fees decrease participation?
There are have no increases in over 5 years.
Despite Jen’s willingness to trim budget, this increase in fees request is not negotiable.
Jen commits to request and will implement to the best of her ability.
Winter Carnival Planning
Tom is working with the Fire Dept. to host dance on 2/13 at Fire Station.
$400 from Rec. Dept. Concert fund will pay for band.
There is another evening event on 2/13 that will draw a lot of students out of the proposed kids evening event.
Have music, dance option, CVU Key Club involvement as a day option.
Jen will update Commission members with final schedule for Winter Carnival.
